Windows licensing is shown separately in the configuration flow where it applies. The plan price and the license price are never combined into a single unexplained figure.

Can I use a Linux desktop instead?

Yes. A Linux image with a desktop environment and a remote-access protocol you install works on the same plans and avoids Windows licensing entirely.
